由德國 Heinrich Heine University Dusseldorf 資訊科學系 (Information Science Department) 所發表的一份實證研究報告指出加拿大溫哥華公共圖書館、蒙特婁公共圖書館與美國的芝加哥公共圖書館扮演著知識社會中公共圖書館的前三名，公共圖書館扮演知識經濟中智能城市的核心角色，究竟這份研究是如何評估這 31 個不同城市之公共圖書館 ? 芝加哥市長 Mayor Rahm Emanuel 認為這份報告更促進大眾認知公共圖書館利用技術加強圖書館服務，並強調了芝加哥為國際公認的世界級城市的事實。(This report adds to the volume of research recognizing the leading global role that Chicago Public Library has taken in leveraging technology to enhance library services and underscores the fact that Chicago is recognized internationally as a world-class City.)
研究中先進行公共圖書館於知識社會的價值之文獻探討，其中 Cheng, H 於 2012 年認為圖書館英文字母的新意義如下：
L = Literacy 資訊素養 (圖書館在資訊素養教育與知識社回中所扮演的資訊利用指導)
I = Information Network 資訊網絡 (圖書館是城市資訊與溝通網絡的閘道)
B = Business Partnership (圖書館與城市中企業合作)
R = Repository & Archives 圖書館發展與儲存城市的數位資訊服務
A = Access Gateway (圖書館在城市中是市民、企業與公司和資訊資源的存取閘道)
R = Recreation & Re-Creation (圖書館是城市中休閒與教育再創造之平台)
Y = You (圖書館與人民密切關連，回歸到林肯於蓋茲堡演說中推廣的民有、民治與民享的精神)
接著從五大城市構面來談圖書館在數位城市、智能城市、知識城市、創新城市與世界城市的文獻探討中分析圖書館在知識社會中所扮演的城市使命，特別是針對公共圖書館空間之運用的部分 (Spaces in the Library of the Knowledge Society) 的文獻探討的部分是值得閱讀的章節。
此篇研究的方法由數位圖書館 (Digital Library ) 與實體圖書館 (Physical Library) 雙面向來評估。
數位圖書館主要評估的部分包括：

* 圖書館公用目錄 Web-OPAC
* 數位資源 (包括電子期刊、電子書、數位影像、音樂、報紙、電子雜誌與其他電子資源)
* 圖書館自行數位化之文獻與典藏 (In-Library Digitized documents and collections)
* 數位資源對圖書館的讀者是收費/ 免費?
* 圖書館導覽與利用指導 (Guides to the digital library_
* 數位參考服務 (e-mail, SMS, Skybe..)
* 社群媒體的使用 (Blogs, Facebook, Twitter, Sina…)
* Apps
公共圖書館對於資訊運用科技做為利用指導服務與社群媒體作為行銷圖書館的方式愈來愈多樣化。
